Mayor Allen called the regular Council Meeting to order on Wednesday, April
9, 2008 at 7:00 P.M. at the Community Room at City Hall, pursuant to law with
the following Council Members present: Steele, Gambs, Gall, Cline, Schaben.
The Pledge of Allegiance was repeated by all.
Motion by Gall, second by Gambs to approve agenda. Roll call vote, all in favor. Motion by Cline, second by Steele to approve minutes of the March 12 regular meeting, March 19 public hearing and special meeting. Roll call vote, all in favor.
Jay Randal was present for the DCDC. He shared about the Easter egg hunt, the Main Street Iowa awards banquet, the DCDC annual meeting, the Nativity scene and possibly replacing the Christmas decorations. A donation was received to be used for planting trees at the sports complex that will be passed on to the City. Carol Gall reported on the July 4 committee. They have several active members who are working diligently to prepare for the 4th. A gambling license is necessary for Bingo to be played, so a motion was made by Cline, second by Steele to use July 4 funds to purchase such license under the City. Roll call vote: Ayes: Schaben, Gambs, Steele, Cline. Gall abstained because she is a member of the July 4 committee.
Mayor Allen reported on an email that had been received regarding giving discounted or free water to new businesses and golf cart operation in City limits. The golf cart issue will be discussed more when a list of requirements is produced. Bob Steele informed the council that Michael Nemitz was selected as the manager of the sports complex. Rich Cline asked the clerk to contact the person who was to repair the sidewalk at Pleasantview Park to check on progress of work and to have a sign removed off of Iowa Avenue. Jay Schaben brought up the problem with water drainage at 701 Montague which we already have plans to take care of.
Next item for discussion was the pool heater. After discussion about removing trees or having a hood installed on the heater, a motion was made by Gall, second by Cline to have Bill Heaps, with Paul Nichols assistance, look at the heater and give us a second opinion on what the problem with low flame seems to be. Roll call vote, all in favor. The last audit from Muxfeldt and Associates was discussed. Jerry McDonald then discussed with the council that we still need someone to fill in for the police when they take vacations. The clerk will advertise again to see if someone wants the part time position. Jerry also discussed the City wide cleanup and that some residents have been collecting their trash for quite some time and setting it along the City streets for the pickup. It is felt that the cleanup is being abused, and not what it was originally intended to be. A discussion was had on imposing a fee before the City crew is allowed to pick it up.
Motion by Gambs, second by Steele to approve
consent items, building permits for Ed Wendt, Darin Kline and Craig Miller.
Roll call vote, all in favor. Motion by Steele, second by Schaben to approve
building permit for Kim Heaps. Roll call vote, all in favor. Motion by Cline,
second by Gambs to approve payment of bills. Roll call vote: Ayes: Gall, Cline,
Steele, Gambs. Abstain: Schaben, conflict of interest. Motion by Gambs, second
by Cline to adjourn at 8:20 P.M. All in favor.
These minutes are subject to approval at the next regular council meeting.

April 24, 2008
Mayor Allen opened the budget amendment workshop at 5:30 pm on Wednesday, April
24, 2008 at City Hall with the roll call. Present: Gall, Steele, Cline, Schaben.
Absent: Gambs. The pledge of allegiance was then recited. Motion by Cline, second
by Steele to approve the agenda. All in favor. Mayor Allen then opened the workshop.
Discussion was then conducted on the amendment. Motion by Cline, second by Steele
to set 6:45 pm, May 14, 2008 as the time and date of the public hearing for
the FY 2007-2009 Budget Amendment. All in favor. Mayor Allen then closed the
workshop. Motion by Schaben, second by Gall to adjourn at 6:18 pm. All in favor.
